Related groups of individuals will need to respond to emergencies in a coordinated manner to minimize impact.

In general, incorporated entities such as cities, states, regional areas and countries will have an Emergency Operations Center (EOC) that acts as a big tent organization that brings together all responding organization in a central location organize and direct emergency response organizations.
